Windows live messenger won't start because of some DEP program how do i bypass that?

"I cured this problem on my Vista Home Basic install:

1) Right click on the Messenger shortcut icon on your desktop;

2) Click on Properties;

3) Click on the 'Shortcut' tab;

4) Click on the 'Advanced...' button;

5) Put a tick in the 'Run as Administrator' box %26amp; click OK.

I have no idea why this works but I can use Messenger Live now without DEP closing the app."
